Rebekha Rogers
Rebekha Rogers began her career in the mental health field with a longstanding compassion towards aiding families within the community. Her previous position as a Case Manager with a Baltimore-based Therapeutic Foster Care Agency, provided Rogers with first-hand knowledge and experience in working with Maryland families in need of mental health and substance abuse education, leading to her own dedication as the founding partner of Project Chesapeake. Rogers received a Bachelor of Science in Family Science from the University of Maryland, College Park and a Master’s Degree in Social Work from the University of Maryland, Baltimore, before ultimately earning the Licensed Clinical Social Worker (LCSW-C) designation.

Joe Rogers
After over a decade of experience with an established commercial real estate development firm, Joe Rogers joined Project Chesapeake full-time as a partner in 2016. Utilizing his experience directly managing over $300 million in development projects, along with his expert background in investment strategy, finance, and business development, Rogers has been the backbone of Project Chesapeake’s successful growth and efforts to expand the organization’s ability to provide substance abuse and mental health counseling services to different communities throughout the state of Maryland. Rogers is a graduate of the University of Maryland, College Park where he received his Bachelor of Arts in Journalism.

Eugene Shuttle
Brought on to oversee the expansion of the company, Eugene Shuttle joined Project Chesapeake’s partnership team in early 2016, leaving a ten-year career in financial services. With experience at top tier investment firms, Morgan Stanley Smith Barney and Deutsche Bank AG, Shuttle brings competencies in business management, investment strategy, and corporate development. Over the course of his career, Shuttle has worked closely with many Fortune 500 companies, state pension plans, non-profit organizations, university endowments, family trusts, and venture capital funds to successfully exit billions of dollars in publicly traded stock positions. Shuttle received his Bachelor of Arts degree in Economics from the University of Maryland, College Park.
